A sister cities protocol was signed between Shusha and Kayseri. The document was signed by the Chairman of the Board of the Shusha City State Reserve Administration, Mr. Maftun Abbasov, and the Mayor of the Kayseri Metropolitan Municipality, Mr. Memduh Büyükkılıç.

Implementation various joint programs, projects, organization of mutual visits, as well as exchange of experience and information, cooperation in the fields of art, culture, tourism, science, trade and information technologies are planned between the cities.

City representatives will also cooperate within the framework of the UNESCO Creative Cities Network program to further develop mutual relations.
